PROBLEM TO BE SOLVED: To provide a method, capable of detecting occurrence of a short-circuit failure in switch means such as semiconductor elements before controlling a control target device, such as a switch in railway equipment, that can make two-way power distribution switchover required of fail-safe performance, and preventing a short-circuit failure that possibly occurs in a control circuit when a short-circuit failure occurs to this switch means.SOLUTION: Before controlling a railway switch, a failure detection operation including switching operation on semiconductor switches 1, 2, 3, and 4 constituting a switch control circuit is performed in a state in which the railway switch is turned off, thereby detecting a short-circuit failure in the semiconductor switches 1, 2, 3, and/or 4 in advance.
