PROBLEM TO BE SOLVED: To generate abbreviated contents without changing a meaning of a main text with respect to disaster prevention information.SOLUTION: A breaking news content creating method is executed by a computer. When detecting a character string of own municipality in a tag and a tag of a heading-text of announcement target municipalities or announcement target forecast districts shown in XML data concerning disaster prevention information received, the character string corresponding to the character string other than the own municipality of the tag of the announcement target municipalities or the announcement target forecast districts is eliminated from the character string of the tag of the heading-text, and emergency breaking mail containing the information of the tag of the heading-text after the elimination and the tag of the announcement target municipalities or the announcement target forecast districts is transmitted. Thereby, the object is achieved.
