PROBLEM TO BE SOLVED: To provide an identification system for a high-frequency change life scene for an administrative organ, capable of automatically identifying a change procedure of a life scene for a local resident to be highly frequent in a predetermined administrative organ.SOLUTION: The identification system comprises: document data input means for making all applications and all registrations which a local resident presented to a counter within a fixed period of time, into data for each document including a document name, a date of presentation, a name of presenter and the purpose of use; storage means for all application data and all registration data; grouped document extraction means for extracting as one group a plurality of pieces of document data which the same person presents to the counter on the same day and which have different document names, from among all the stored data; count means for counting the number of groups having the document names all matched with those in another group, among the groups of extracted document data; title application means for applying a title of a life scene to the group of which the count number is equal to or more than a specific number; and title sort means for sorting the titles in the order of the group having a larger count number.
