PROBLEM TO BE SOLVED: To provide a system and a program code for providing a combined integration of electrothermal cogeneration utility system of superior cost efficiency and important process system.SOLUTION: An illustrated system in this invention includes a program computer 31 for analysis and design for CHP utility and process sub-system; and a program code for specifying the best important design and operation conditions for both sub-systems stored in a memory 35 of the computer 31. The program code 51, when it is executed, enables the computer 31 to execute operations including to decide the best appropriate assignment of both steam and electrical power between both process system for more than one industrial process facility and a utility system under partially and completely dispersed environments.SELECTED DRAWING: Figure 1
