PROBLEM TO BE SOLVED: To provide a mechanical agitation type vacuum compaction method capable of securing a sufficient vacuum water absorbing function when an object of ground improvement is the ground having a high fine-grained fraction content Fc, and an agitation device for the mechanical agitation type vacuum compaction method.SOLUTION: A mechanical agitation type vacuum compaction method includes the processes of: rotating and injecting agitation rods 15a, 15b having a vacuum water absorbing function into a sand layer G2 as an object of liquefaction countermeasures; agitating the sand layer by the rotating agitation rods; and absorbing excessive gap water generated in the sand layer during the agitation from the agitation rods by a vacuum suction device 13. An earth removing device 16 provided nearby the agitating rods removes earth sticking on the agitation rods when the agitation rods rotate.
