PROBLEM TO BE SOLVED: To stabilize communication at the time of starting a call medium when the call medium is provided after an early medium.;SOLUTION: When a resource securing device 8 secures the amounts of resources necessary for both media of an early medium that flows to a calling terminal 1 or called terminal 4 before establishing a session from the calling terminal 1 to the called terminal 4 and a call medium communicated between the calling terminal 1 and the called terminal 4 after establishing the session from the calling terminal 1 to the called terminal 4, the resource securing device secures the maximum amount of resources in advance among amounts of resources necessary for codecs included in a candidate list as the amount of resources necessary for the call medium before the called terminal 4 determines a codec used for flowing the call medium from the candidate list for codecs proposed by using an INVITE signal by the calling terminal 1.;SELECTED DRAWING: Figure 2;COPYRIGHT: (C)2017,JPO&INPIT
