PROBLEM TO BE SOLVED: To provide a charging rate calculation device and a program capable of improving the accuracy in calculation of charging rate.SOLUTION: An acquisition section 3 acquires estimate SOC(t) of charging rate SOC based on a measured value V(t) of a physical amount V which is measured while a secondary battery is used.
