PROBLEM TO BE SOLVED: To provide a system for calculating a transfer function of a structure with high accuracy by considering effect of mutual interference between vibration directions in an earthquake, and performing highly accurate estimation of an earthquake response and deterioration diagnosis/damage diagnosis of the structure, and provide its method.;SOLUTION: A system of the present invention calculates Fourier spectrums of earthquake acceleration data in a base and a response unit (top any position) by using earthquake records for 3-times in the structure, and calculates a transfer function including each vibration direction transfer function and a contribution transfer function by vibration in the other direction based on these Fourier spectrums. The transfer function calculated based on past earthquake records is applied to the earthquake ground motion that may occur in the base of the structure in the future, and thereby the acceleration response to the future earthquake in the response unit is estimated. Furthermore, the deterioration and damage state of the structure are diagnosed by the comparison between the transfer function by the past earthquake records in a sound state of the structure and the transfer function by the vibration measurement result of a current state.;SELECTED DRAWING: Figure 3;COPYRIGHT: (C)2017,JPO&INPIT
