PROBLEM TO BE SOLVED: To provide an operator estimation method, operator estimation device, and operator estimation program, capable of easily estimating a user who most frequently uses an electric appliance arranged in a building.SOLUTION: An operator estimation device 1 comprises: a homecoming determination unit 107 that on the basis of position information on a building and present position information transmitted from a user terminal carried or worn by a user, determines whether or not the user has entered the building; and an operator estimation unit 114 that when it is determined that the user has entered the building, estimates an operation performed by the user on the basis of time at which the user enters the building and an operation history obtained by accumulating, for each operation, appliance operation information mapping among appliance identification information for identifying an electric appliance on which the operation is performed, operation time at which the operation is performed, and information for specifying the operation, and adds operator information showing that the estimated operation is performed by the user to appliance operation information corresponding to the estimated operation.SELECTED DRAWING: Figure 2
