PROBLEM TO BE SOLVED: To provide a risk evaluation device in fire occurrence which unifies an evaluation criterion or a representation method and is easily comprehended and utilized, and a risk evaluation program in fire occurrence.;SOLUTION: A destruction rate calculation unit 10 calculates a probability of building destruction in the case of fire occurrence for each evaluation area obtained by dividing an evaluation target zone into multiple areas. Based on the probability, a destruction count calculation unit 12 calculates the number of buildings to be destroyed per unit area and from a result of the calculation, a destruction risk ranking calculation unit 14 calculates risk ranking of building destruction in the evaluation area. A fire spreadable region setting unit 16 sets a fire spreadable region for each evaluation area. A fire occurrence case count calculation unit 18 calculates the number of fire occurrence cases for each fire spreadable region and based on the calculation, a burning-down evaluation value calculation unit 20 calculates a burning-down evaluation value per unit area for each evaluation area and from a result of the calculation, a fire risk ranking calculation unit 22 calculates risk ranking of a fire in the evaluation area.
