The element (6) has a plate (8) mounted adjacent to a railway line and inclined vertically or at an angle of 0 to 30 degrees against vertical, where the element is made from coarsely porous concrete. Air-conducting elements i.e. fins (9), are made from plastic or metal strips and arranged on a side of the plate. The conducting elements are arranged at an angle to a longitudinal direction of the plate. The conducting elements comprise conducting plates that are arranged at an angle to a plate plane, and air channels are formed between the conducting plates.
