The present invention relates to a vanadium-based denitration catalyst and a method of producing the same, and more particularly, to a vanadium-based denitration catalyst including a titanium oxide and a vanadium oxide supported on the titanium oxide and characterized in that a surface density of the vanadium oxide ranges from 2.0 to 6.0 VO_x/nm^2, and to a method of producing the same characterized by including the following steps: (a) introducing a vanadium precursor on a titania carrier to produce a mixed slurry and (b) drying and firing the mixed slurry, wherein a surface density of the vanadium oxide ranges from 2.0 to 6.0 VO_x/nm^2. According to the present invention, a nitrogen oxide removal activity may be maximized.
