A system for producing a graphene oxide sheet is provided. The system includes electrodeposition and spray deposition techniques. The graphene oxide sheet can be used as a precursor for forming a porous graphene network (PGN) anode and a lithiated porous graphite (Li-PGN) anode. The method of making a PGN electrode includes thermally reducing the precursor sheet of the graphene oxide to provide a PGN anode and exposing the sheet to lithium or a lithium-containing compound to produce a Li-PGN cathode. The Li-PGN cathode and the PGN anode can be combined with an electrolyte to provide a "pre-carbon" cell useful in a variety of applications such as automotive applications.
