The present invention relates to a fluorine-containing composition for tooth application, which comprises a hydrogenated rosin, ethanol or ethyl acetate as a solvent and a fluorine-containing compound and has continuous fluorine-releasing property, a method for preparing the same, and an antibacterial fluorine-containing composition including the composition and an antibacterial material. The fluorine-containing composition for tooth application has high physical properties and adhesive property by virtue of an optimized compounding condition and shows not only a high fluorine release amount continuously and significantly for a long time but also an effect of increasing tooth hardness. The composition further including an antibacterial material in addition to the above composition shows the most effective antibacterial property against S. mutans. Thus, the composition is useful for preparing an antibacterial fluorine-containing composition for tooth application and fluorine varnish for preventing dental caries.
