Disclosed are a method and an apparatus for determining a downlink transmission power based on a distance between a central base station and an adjacent base station. A downlink power control apparatus may include a distance calculation part which calculates a distance between a central base station and at least one adjacent base station included in one of a plurality of cells, and a power determination part which determines the transmission power of the determined central base station based on the distance between the at least one adjacent base station. So, power can be effectively controlled in a femtocell environment.
