The present invention relates to a raw material composition for manufacturing a polyolefin-based foam bead, a foam bead, and a method for manufacturing the foam bead. To achieve the same, the present invention relates to a raw material composition for manufacturing a polyolefin-based foam bead using a permanent antistatic agent having low humidity dependence, wherein the composition is characterized in that 40 wt% or less (except 0 wt%) of inherently dissipative polymer (IDP) including a conductive material is added and mixed with a polyolefin-based resin while melting index (MI) is maintained at 0.01-10 g/min. According to the present invention, it is possible to provide a polyolefin-based foam bead capable of effectively performing an antistatic function which can maintain a stable surface resistance irrespective of humidity with a low cost.
