The present invention provides an apparatus for designing a process model and a method for designing a process model based on a binary bill of material (BOM) structure. According to an embodiment of the present invention, the method for designing a process model based on a binary BOM structure comprises: a step of generating an initial process model by converting a node of each stage of a design BOM structure with respect to a product into a process; a step of registering 4M information on a process included in the initial process model; a step of reflecting a production management policy into the completed initial process to be processed into a design process model; a step of normalizing the design process model through simulation analysis; and a step of issuing an order BOM by the normalized design process model. According to the present invention, the process model can flexibly be modified depending on a change of an order.
