The present invention relates to a method for treating wastewater of a sewage treatment plant by a total nitrogen treatment of effluent countercurrent water in a digestion tank. By the technical features of the present invention, the effluent water quality improving method of a sewage treatment plant comprises: a first step of forming catalyst oxidation water in which an oxidizing material is formed by bringing aqueous solution, containing an oxidizing agent including sodium hypochlorite, into contact with a ceramic catalyst; a second step of chemically performing an oxidative decomposition for the nitrogen component of countercurrent water by mixing effluent countercurrent water generated in a digestion tank with the catalyst oxidation water; a third step in which the treated water of the second step passes through an MLE anaerobic denitrification process; a fourth step of oxidizing and decomposing the mixed liquid, which has passed the third step, by aeration in aeration facilities including microorganism; a fifth step of returning a part of the treated water, which has passed the fourth step, to an anaerobic treatment chamber of the third step and dividing the rest into upper water and sludge through a precipitation separation process; and a sixth step of returning the upper water of the fifth step to an initial sewage inflow tank of the sewage treatment plant. The present invention has an effect capable of planning the efficient and economical operation of facilities by reducing an organic concentration relatively and also reducing an air flow rate for oxidizing nutrients such as nitrogen by satisfying enhanced discharge standards by obtaining sufficient oxygen necessary for nitrification in aeration tank facilities of a limited capacity due to the total nitrogen load of mixed inflow water which is lowered generally by returning after lowering the total nitrogen concentration of effluent by primarily oxidizing and decomposing ammonia nitrogen with the catalyst oxidation water and secondarily performing deoxidization in an MLE biological process anaerobic tank.
