The present invention relates to a rotary rock cutting test apparatus, an analysis method, an analysis system, and a recording medium to design and research a tunnel boring machine (TBM). The rotary rock cutting test apparatus to design and research a surface plate of the TBM comprises: a base frame; a rock sample fixing rotary unit including a rotary table disposed on one side of an upper portion of the base frame to fixate a rock sample to make a planar direction of the rock sample perpendicular to a planar direction of the base frame, and a rotating means to rotate the rotary table about a center shaft of the rotary table; a main unit including a main frame disposed on an other side of an upper portion of the base frame, wherein a planar direction thereof is perpendicular to the planar direction of the base frame, an actuator to move a cutter bracket on which a TBM disk cutter to cut the rock sample is rotatably mounted on a first direction which is a front/rear direction, and a measurement apparatus to measure the three force components applied to the TBM disk cutter when the rock sample is cut by the TBM disk cutter; and a control unit to control a drive of the actuator and the rotating means.
