The purpose of the present invention is to enable control such that when output of a photovoltaic power generation device disposed in a power distribution grid is to be restricted, voltage at the installation point of the photovoltaic power generation device is reduced in order to eliminate the issue of output restriction. The voltage regulation device is provided with: a measurement unit for estimating a secondary-side voltage and passing current of the tapped transformer; a first voltage correction unit which corrects the estimated secondary-side voltage in accordance with the passing current and obtains a first voltage value; a second voltage correction unit which corrects the estimated secondary-side voltage in accordance with the passing current and obtains a second voltage value; and a tap controller for executing a tap operation of the tapped transformer when the first and second voltage values calculated by the first and second voltage correction units have deviated from the predetermined limit value. The second voltage value is an estimated end voltage of the photovoltaic power generation device. The tap operation of the tapped transformer is executed upon detecting that the second voltage value is showing a state of approaching the predetermined voltage.
