Disclosed is a process of forming a near-net shaped article that includes: (a) forming a powder blend by mixing commercially pure titanium powder and one or more hydrogenated titanium powders; (b) consolidating the powder blend to provide a green compact; c) heating the green compact to around 100 degrees to 250 degrees C; (d) forming beta-phase titanium and releasing atomic hydrogen by heating the green compact to around 400 to 600 degrees C; (e) reducing surface oxides on the titanium powder by heating the green compact to around 600 to 700 degrees C; (f) diffusion-controlled chemical homogenizing and densification of the green compact by heating the green compact to around 800 to 850 degrees C; (g) heating the cleaned and refined green compact in vacuum to around 1000 to 1350 degrees C to form a sintered dense compact; (h) cooling the sintered dense compact to form a near-net shaped article
