A multidisciplinary optimization-based system for determining a satellite overall plan and an implementation method in the present invention. The system comprises a satellite overall technical specification extraction module, a satellite overall technical specification distribution module, satellite subsystem technical requirement formation module, a satellite system design discipline decomposition module, a design structure matrix generation module, a satellite system design discipline analysis modeling module, a satellite system optimization modeling module, a model simplification module, a two-stage collaborative optimization modeling module, a collaborative optimization and solution module, a satellite overall technical specification database, a type baseline design database, a design parameter library, a model library, and a satellite overall plan parameter output module. In the method, the multidisciplinary design optimization of the satellite overall plan is implemented by means of system specification extraction, design task discipline decomposition, design discipline analysis modeling, design structure matrix construction, satellite overall plan multidisciplinary design optimization description, model simplification and two-stage collaborative optimization modeling and solution.
