The invention relates to an information system incorporating elements and subsystems for supporting the fast development of innovative projects, to be applied in the field of administration and resource management, of flowsheets, of management of human resources and of projects for organizing, planning and allocating human and material resources. According to the invention, the information system consists of a Cloud-type Online Platform subsystem (S1) which comprises the infrastructure of servers and applications allowing the use of the entire series of functionalities in Cloud Computing regime, a system (S2) comprising multiple software components and an apparatus (A1) consisting of a subsystem meant to connect the investors with the entrepreneurs, subsystem comprising a server and an expert software operating both connected to the Cloud-type Online Platform subsystem (S1) and off-line.
