PROBLEM TO BE SOLVED: To determine a degree of including an inference in a text sentence even when no stereotyped expression representing the inference is included therein.SOLUTION: A predicate extraction part 10 extracts a predicate from a text sentence. A cognition subject extraction part 20 identifies a factuality cognition argument on each predicate, while referring to a predicate dictionary 50, and further extracts a cognition subject and a cognition degree corresponding to the factuality cognition argument from the text sentence. A relevance degree determination part 30 determines a relevance degree between the cognition subject and a writer of the text sentence. For example, the relevance degree determination part determines that accordance is 1.0, partial accordance is 0.5, and discordance is 0.0. An inference degree determination part 40 assumes that an inference degree maximum value is 1.0, subtracts the largest index in indices which are products of the relevance degree and the cognition degree and determines an inference degree.
