PROBLEM TO BE SOLVED: To effectively prevent collapse of concrete block masonry and falling of a bank body in a bank structure formed by stacking concrete blocks in plural stages, by suppressing horizontal movement of the concrete blocks against horizontal and vertical shaking of an earthquake and shaking of a predominant period of an earthquake.SOLUTION: Elastomer mats M1, M2, M3, M4, M5 having a thickness of 50 mm, a hardness of 50A, and a friction coefficient of 1.0 or more are interposed between five-stage stacked concrete blocks C1, C2, C3, C4, C5 and between the lowermost stage concrete block C1 and foundation riprap K to adjust equivalent stiffness KB so that the resonance frequency of the concrete blocks does not coincide with the dominant frequency of an earthquake.
