The present invention relates to a readout apparatus and method for making time and energy measurements from events triggered by a silicon photomultiplier tube (SiPM) connected to a scintillation counter. The synchronized measurement after calibration can be accurate to 50 ps or less. Energy is measured using a time over threshold technique, and energy resolution is only limited by scintillation statistics. In order to reduce the power consumption as low as 10 mW per channel, a low input impedance amplifier based on time interpolation and an analog-to-digital time converter (TDC) are used. The readout circuit can be triggered by a single optoelectronic (for example) having a signal to noise ratio (SNR) greater than 20 dB. The readout circuit operates with SiPM having various gains, polarities and matrix dimensions. A preferred embodiment of the readout device is an application specific integrated circuit (ASIC) that includes 64 channels.
