To provide a radar image simulator capable of generating faithfully image the simulated sea surface clutter the sea clutter. A radar image simulation apparatus, sea shape generating unit, the beam irradiation angle calculating section, backscattering coefficient acquiring unit, the beam irradiation range calculation unit comprises a radar cross calculation unit and the correction unit. Sea shape generation unit generates a shape model of a three-dimensional wave on the sea surface by combining a plurality of waves. The beam irradiation angle calculating section calculates a grazing angle when irradiated with radio waves from the radar device to the surface. Backscatter coefficient acquiring unit acquires the backscatter coefficients based on the grazing angle. Beam irradiation range calculator calculates an area where the radio wave in the sea surface is irradiated. Effective reflection area calculation unit calculates the effective reflection area on the basis of the backscattering coefficient and area. Correction unit superimposes the distribution data that is preset in the radar cross section. .The
