PROBLEM TO BE SOLVED: To provide a technique of appropriately controlling a water feeding amount of water to be fed to a cultivation region.SOLUTION: A cultivation area DB 12 stores history of a cultivation area in a target area. A water feeding amount history DB 13 stores history of a water feeding amount of water to the target area. An arithmetic processing part 11 predicts a water feeding amount of water to be fed to the target area in a specified prediction period. The arithmetic processing part 11 determines a past performance period corresponding to the prediction period, reads out a cultivation area of the target area in the past performance period and the prediction period from the cultivation area DB 12, and reads out a water feeding amount of water fed to the target area in the past performance period from the water feeding amount history DB 13, and predicts a water feeding amount of water to be fed to the target area in the prediction period by using them.
