PROBLEM TO BE SOLVED: To automatically detect two secular changes, that is, a secular change (rust, crack, or discoloration) in an object itself and a relative change (a tilt of a utility pole) between the object and a background from two temporally different photographic images that are obtained using a terminal device having a photographing function and a positioning function.;SOLUTION: A computer includes a change detection unit that uses an image of an object photographed by a terminal device and a past image of the object retained in a memory unit, changes weight to be applied to a feature point calculated from object parts of the images and a feature point calculated from background parts of the images, aligns the past and current object images with each other, and detects both of a secular change in the object itself and a relative secular change between the object and the background.
