PROBLEM TO BE SOLVED: To discriminate a situation of a person to be watched on the basis of the utilizing situation of air-conditioning equipment such as an air conditioner and the temperature of an environment in which the person to be watched resides.;SOLUTION: Power consumption of an air conditioner 26 installed in a house H1 of a person M1 to be watched is transmitted to a server device 30 via an HEMS power supply tap 4 and HEMS controller 3. The server device 30 compares the received power consumption with a threshold stored in advance, and discriminates the utilizing situation of the air conditioner 26. An operator OP1 who watches the person uses an operator terminal t1 to access the server device 30, and enters temperature at the time of logging in the server device 30.
