PROBLEM TO BE SOLVED: To appropriately control a plotting delay in terminal equipment which receives an image information from an information processor.;SOLUTION: A generation part 111 generates moving image data corresponding to a high frequency change area in which change frequency in an image is beyond a predetermined threshold, and generates still image data corresponding to the moving image data. A communication part 112 transmits the moving image data and the still image data to terminal equipment 102. A communication part 121 receives the moving image data and the still image data from an information processor 101. A decoder part 122 decodes the moving image data and the still image data. A plotting part 123 plots the decoding result of the still image data when the decoding processing of the moving image data is not in time for a plotting timing. Then, the plotting part 123 switches the plotting of the decoding result of the still image data to the plotting of the decoding result of the moving image data when the decoding processing of the moving image data catches up with the plotting timing.;COPYRIGHT: (C)2016,JPO&INPIT
