The invention relates to a system for controlling a set of passengers and a set of variable-mode transport means, said passengers and means of transport with variable path being equipped with mobile terminals, each mobile being provided with geolocation means and means of communication to and from a central server. The system comprises: - a database of said passengers, - a database of said variable-path transport means, - a fixed-route transport database, - a geographical database of a segment network. existing means of calculating a path of a passenger between a starting point and an arrival point, this path comprising at least two segments confused geographically and temporally with segments of the path of a means transport of fixed or variable path, - means of declaration and automatic updating of the means of transport variable path by geolocation (geo-fencing).
