The present invention relates to a flow controlling device for removing pore and pulsar from a specimen introduced into a microfluidic chip, a flow controlling method using the same, and a flow controlling system comprising the same. According to an embodiment of the present invention, the flow controlling device comprises: a chamber having an inner space; an inlet pipe connected to a fluid pump and inserted into the chamber so as to discharge droplets; a discharging pipe connected to the chamber from a part which is lower than the inlet pipe to discharge the specimen stored in the chamber to the outside; a pressure adjustment pipe discharging gas in the chamber to the outside; and a controlling valve installed in the pressure adjustment pipe to control opening and closing of the pressure adjustment pipe.
