Various exemplary embodiments relate to a method for managing subscriber usage in a mobile network by a policy and billing rule function (PCRF) 105, the method comprising: receiving a credit control request from a policy and billing enforcement function (PCEF) (CCR) message; determining whether a Sy connection to an online charging system (OCS) is required to implement the CCR; determining whether a Sy session is present; and receiving an Application Acknowledgment (AAR) message OCS, combining the counter with the application, determining a policy to apply based on the application, and sending a credit control response (CCA) message to the PCEF to enforce the policy .
