The present invention relates to a system and a method for analyzing a water circulation recovery effect in a development target area by a low impact development (LID) technique using rainfall characteristics and spatial type information of the development target area. The water circulation recovery effect by the LID technique in the development target area may be quantitatively and accurately estimated and analyzed through a sluice simulation analysis selected by the water circulation recovery analyzing system and method according to the present invention. Accordingly, when a city space is planned, a result obtained by using the present invention may be used as reference data in consideration of reduction of rainfall runoff amount in the development target area. The system for analyzing a water circulation recovery effect comprises a technology setting module, an effect analyzing module, and a target area setting module.
