The present invention relates to a system and a method for a panel survey by using a network. The system of the present invention comprises: a panel information DB which contains panel information including at least one address for receiving a survey among a phone number, an e-mail address, a SNS account, and a messenger ID of the panel; a survey link creating module which creates a unique survey link for receiving the result of a survey of each panel; a message transmission module which creates a survey requesting message including the survey link and transmits the survey requesting message to at least two addresses registered by the pertinent panel; and a survey result receiving module which receives and saves a result of the survey completed by the pertinent panel through the survey link and, after the result of the survey is received, and prevents the result of the survey from being received by the same survey link. Accordingly, the present invention can prevent a respondent from participating repeatedly in a survey and process easily the result of the survey by creating a separate survey link for each respondent when requesting for a response to the survey and making the result of the survey of the respondent collected into the survey link allotted to the corresponding respondent regardless of the channel through which the respondent participates in the survey.
