Action recognition method and apparatus based on sparse representation according to the present invention includes the following steps: building up an action feature of a learning video to an action area library and building up a background feature of the learning video into a background area library; extracting features from inputted videos; extracting background usefulness by adjusting the extracted features with the background features of the background area library; when the extracted background usefulness meets the standard threshold values, recognizing the action of the inputted videos on the basis of learning videos background and action features; and when the extracted background usefulness does not meet the standard threshold values, recognizing the action of the inputted video on the basis of learning videos action features.
