According to an embodiment of the present invention, a smart membrane structure for tension measurement and dynamic control having an assembly modular foundation system for fixing a column comprises: the assembly modular foundation system for fixing a column where anchor bolts for fixing a column, which are to fix the column, are installed in an unit block on a top upper portion side among multiple unit blocks; membrane tension control units which response with a buffer gap up to the tension increase of a certain degree to a membrane; a pressure sensor detecting and measuring the tension produced in the membrane in real time; a hydraulic jack permitting a tension change to the membrane by corresponding to a creep, a snow load, and a wind load which are produced in the membrane; and a controller which controls an operation of the hydraulic jack by corresponding to each corresponding occurrence phenomenon.
