The present invention relates to a communication system for control and measurement equipment based on a multi-rack, which can logically configure a single communication line while physically isolating a communication line between controllers respectively installed in a plurality of racks from a communication line between a plurality of control modules installed in one rack. To this end, the present invention provides a communication system for control and measurement equipment based on a multi-rack which comprises: a rack unit having a first rack unit and a second rack unit installed to be physically independent of the first rack unit; a control device having a first controller installed on the first rack unit and a second controller installed on the second rack unit; and an interface unit for data exchange between the first controller and the second controller, wherein the first controller includes: a first power module installed on the first rack unit; a first control unit having a plurality of control modules independently disposed on the first rack unit; a first coupler module connected to the interface unit; and a first power connection module connected to the control modules to enable the control modules to have the same reference potential while being connected to the first power module. The first coupler module electrically insulates an internal communication line formed between the control modules from an external communication line formed between the first controller and the second controller while logically operating the internal communication line and the external communication line as a single communication line.
