The present invention relates to an integrated planning system of a low carbon urban restoration business zone, capable of supporting a carbon reducing plan by predicting a carbon reduction amount corresponding to analysis results from a phased analysis tool such as a target area information analysis, an applied technique analysis and an evaluation analysis. In the applied technique analysis, the carbon emission amount is calculated and compared by using a traffic demand prediction program which accommodates multiple scenarios derived from a ground usage pattern, a traffic policy and an environment policy. And, the system supports the carbon reduction plan of the scenarios, estimates a carbon reduction effect of a selected urban plan and carries out an integrated evaluation. According to the present invention, the carbon emission inventory building manual, which was established for each type of urban regeneration projects, can be used for future urban regeneration projects and can provide integrated solution about inventory, calculation mechanism, and carbon reduction for urban regeneration projects.
