The present invention relates to an oral hygiene device based on an information communication technology and, more specifically, to an oral hygiene device using two-way communications capable of detecting toothbrushing habit information and oral health condition of a user and transmitting the same to a user terminal or a diagnosing server and synchronizing the same and receiving toothbrushing instructions and diagnosing information and a toothbrushing instruction system including the same. For this, provided is the oral hygiene device having a toothbrushing instruction function comprising: a toothbrushing state detection unit to detect the position of a toothbrush head and a movement state; an oral state detection unit to detect a biological cover including protein and hormone inside the oral cavity and an image inside an oral cavity by being placed on the toothbrush head; a memory unit to store detection data of the toothbrushing state detection unit and the oral state detection unit; a communication unit to transmit the detection data to the user terminal through a wired-wireless communication network and receive toothbrushing instruction data by using the detection data; and a displaying unit to visually and acoustically display corrective toothbrushing information according to the toothbrushing instruction data.
