The present invention relates to a cognitive radio communication method using an ad-hoc network and to a cognitive radio communication system. The cognitive radio communication system includes a plurality of salve terminals and a master terminal. The slave terminal includes: a spectrum sensing unit which senses a spectrum allocated to a first user; a controller which determines whether traffic of the first user exists based on the spectrum sensing resu and a transmitter which transmits existence information of the traffic of the first user. The master terminal includes: a communication unit which receives the traffic existence information from the slave terminals; and a controller that collects the received traffic existence information, determines whether the first user uses a channel based on the collected traffic existence information, and transmits the determined channel usage to the slave terminals through the communication unit. The master terminal and the slave terminals are unapproved terminals of second users with respect to the channel.
