The present invention relates to a pharmaceutical composition for inhibiting proliferation or migration of vascular smooth muscle cells comprising a microRNA-365 activator. The microRNA-365 inhibits proliferation and migration of vascular smooth muscle cells by suppressing the expression of cyclin D1 in the G1/S period of cell cycle and can be used in preventing, diagnosing, or treating abnormal proliferation or migration disorders of vascular smooth muscle cells by inhibiting intimal formation when a blood vessel is damaged.
