The present invention relates to a hot rolled steel sheet for complex corrosion resistance to hydrochloric acid and sulfuric acid having excellent corrosion resistance, and a method of manufacturing the same, and more specifically, to a hot rolled steel sheet for complex corrosion resistance to hydrochloric acid and sulfuric acid, and a method of manufacturing the same which can be properly used as a material for a desulphurization unit, a denitrification unit, and a preheater in a thermal power station, and parts thereof. The hot rolled steel sheet for complex corrosion resistance to hydrochloric acid and sulfuric acid having excellent corrosion resistance according to an embodiment of the present invention comprises 0.05-0.1 wt% of C, 0.5 (not inclusive)-1.5 wt% of Mn, 0.02 wt% or lower of P, 0.02 wt% or lower of S, 0.01-0.1 wt% of Al, 0.2-0.7 wt% of Cu, and the remainder consisting of Fe and inevitable impurities. A Cu-concentration layer of 200 nm is formed directly underneath the surface. According to the present invention, a corrosion resistant layer is formed on the surface of a steel sheet to provide the hot rolled steel sheet which is a lower alloy, but has excellent corrosion resistance compared to a conventional steel sheet with complex corrosion resistance to hydrochloric acid and sulfuric acid. Additionally, the hot rolled steel sheet according to the present invention can be adequately used as a material for a desulphurization unit and a denitrification unit in a thermal power station where complex corrosion from hydrochloric acid and sulfuric acid occurs, a smoke emission pipe of a boiler, and a preheater requiring relatively thick material, and the life thereof can be substantially extended.
