The present invention relates to a combined environmentally-friendly power generation system and an eco-friendly water purifier for completely processing various wastes and miscellaneous articles included in rainwater generated in a point pollution source and a non-point pollution source to be cleanly purified and generating power while regenerating riparian ecosystem using an automatic fishway. The present invention includes the steps of: installing a floor of a stream to install base concrete; installing an operation device housing operating a water gate in one side and the other side of the base concrete; and installing an operation device of the water gate inside the housing.
