Provided are an organic-inorganic hybrid coating solution composition with enhanced corrosion-resistance and blackening-resistance which includes 12-36 wt% of urethane-acryl hybrid resin, 8-24 wt% of nanosilicate-phenoxy hybrid resin, 8-33 wt% of silane A, 28-57 wt% of silane B, 3-11 wt% of banadium phosphate, 0.5-7 wt% of thiourea, 0.5-3.4 wt% of titanium carbonate, 0.5-4 wt% of Zr compound, 0.4-3 wt% of silica, 0.2-1.5 wt% of zinc phosphate, and 2-5 wt% of blackening-resistance enhancer based on solid contents; and a coated steel sheet in which the coating solution composition forms a coating layer. According to the present invention, the coating solution composition with enhanced solution stability and the coated steel sheet with enhanced corrosion-resistance, blackening-resistance, and conductivity can be provided.
