Disclosed are a color restoration method and apparatus for low-illumination-level video surveillance images, the method comprising: obtaining a normal-illumination-level reference background image corresponding to a low-illumination-level image, the reference background image and the low-illumination-level image being shot by a video shooting device on the same location at the same shooting angle; extracting a foreground area and a background area of the low-illumination-level image; for the background area, directly using first UV (Ultraviolet) component data of the reference background image to replace second UV component data of the low-illumination-level image, so as to realize color restoration of the low-illumination-level image; for the foreground area, extracting the dominant hue of the reference background image to generate third UV component data, so as to realize color restoration of the low-illumination-level image; and synthesizing and then outputting the processed foreground area and background area. The technical solution described above can still obtain a high-quality chromatic video surveillance image even under dissatisfactory illumination conditions.
