A multiplexer add / drop package comprising: an interface unit line, comprising a first line interface (61), configured to receive a data frame from one side of the inlet conveyor and a second line interface (62), configured to send a data frame of a conveyor drive end; characterized in that, further comprising: a planning unit (63) configured to extract the data frame received from the carrier input side, to send a first data packet called Container Transmission, T-CONT, in the frame data carrier input side to a branching unit, where an identifier, ID, network element, NE, destination, the first data packet T-CONT is an ID of local network element NE; for intermediate storage of a second package of T-CONT data in the frame data carrier input side and to make an adjustment of the rate in the second data packet T-CONT stored, wherein an ID of NE destination second data packet T-CONT is an ID of nonlocal NE; and at least one branching unit (64) configured to decapsulate the first data packet T-CONT received, to extract a data packet encapsulation method (GEM) Passive Optical Network Capability Gigabit, GPON, where first data packet T-CONT to assemble the GEM packet data in a data frame downflow branch unit and to send the data frame to a downstream terminal; to extract a packet of GEM data in a data frame upstream of the branching unit to encapsulate the package GEM data in a third data packet T-CONT and to send the third data packet T-CONT to planning unit (63); wherein the planning unit (63) is further configured to perform a new frame assembly in the second data packet TCont after the rate adjustment and for receiving the third data packet sent by TCont unit fork (64) to generate the data frame output side of the conveyor and to send the data frame output side of the conveyor to the second line interface, wherein an ID of NE origin third data packet T- CONT is an ID of the local NE.
