PROBLEM TO BE SOLVED: To enhance the reliability of created simulated seismic waves by using the ground characteristics of a subsurface layer in creating the simulated seismic waves to be made incident on an engineering bedrock face and thereby dispensing with the use of parameters of historic earthquakes or active faults.;SOLUTION: A method of creating simulated seismic waves comprises: an inversion step S15 of calculating by inversion-based analysis incident seismic waves to be made incident onto the engineering bedrock face in an object area on the basis of analytic parameters prepared using the ground characteristics of the subsurface layer in the object area, in order to cause seismic ground motion shown in analysis data prepared using ground vibration in the ground surface of the object area; and an amplitude adjusting step S18 of amplifying or attenuating the amplitude of the incident seismic waves to so adjust the maximum of this amplitude to become equal to the preset maximum amplitude of simulated seismic waves and using the adjusted seismic waves as amplitude-adjusted seismic waves for outputting the simulated seismic waves.;COPYRIGHT: (C)2014,JPO&INPIT
