It is difficult to automatically extract a forest type object accurately from an aerial photograph or the like. A low-resolution image generation unit (50) generates, from an original image obtained by photographing an object district including a forest from the sky, a deteriorated image the resolution of which is lowered with a region composed of a plurality of pixels adjacent to each other in the original image as a pixel. An initial object unit (52) divides the deteriorated image into a plurality of regions on the basis of a similarity between one or more kinds of object feature amounts to generate a forest type object. A subsequent object unit (54) performs sequential object processing for combining adjacent forest type objects on the basis of the similarity between one or more kinds of the object feature amounts to generate a new forest type object one or more times, and outputs the forest type object of the forest in the object district. The object feature amount is any one among or a combination of two or more among a spectral feature amount, a geometric feature amount and a textural feature amount of the pixel or the forest type object of the deteriorated image. The subsequent object unit (54) performs the subsequent object processing at least once on the basis of the object feature amount of the original image or the respective object feature amounts of the original image and the deteriorated image.
